Mr. Sullivan, an attorney with extensive experience in international development, has worked in some of the world’s most volatile conflict zones. Over the past twenty-five years, he has reported on breaches of medical neutrality in Kosovo during the time of the Racak Massacre; advised the Iraqi Constitutional Drafting Committee in Baghdad in the course of an armed insurgency; served with the U.S. Department of State on a combined civil-military campaign in Kandahar, Afghanistan (2010-2013); and he was seconded by the U.S. Department of State to participate in a multinational mission in Ukraine. Where, among his various responsibilities, he played a leadership role in overseeing a team of more than 150 monitors deployed on both sides of the line of contact during the Russian-backed insurgency in Donbas (2014-2021).
